Can State Information Commission or Central Information Commission award compensation to a party if he was denied the information about his medical records from a private hospital?

Yes and no, both can be the answers depending upon the background and the circumstances of the case. Discuss the issue very clearly. Also, why interested only in compensation, rather than the desired information?

Yes concerned Party/Patient / his relatives or even Friends except out siders has all the Rights to seek the information obviously thro an Advocate.also

Private hospitals are covered under RTI but how can SIC award compensation when the applicant does not demand for it. As in a RTI application one can only demand information. here SIC has granted compensation on the ground that there is a violation of fundamental rights as the applicant was not given his medical records from a private hospital. Secondly, how can it award compensation as SIC is more of an administrative body?

As per its working requirements, the Infromation Commission should be understood as quasi-judicial body. Terming it as just an administrative wing cannot reflect the reality and the intention of the legislature as manifest in RTI Act.
