May part time government employees (Contractual) take salary separately for morning session & afternoon session on part time basis with same government department.

What is your concern/ locus standi ?
Contractual employee shall get consolidated pay for specific work, which may require to be completed in their office or any other complex.
If time and energy is available the employee can work with any other organisation, subject to terms and conditions of contractual service.
