if we look into the ESI scheme then it is purely restricted to some apecic establishments . So i feel that the horizon should be broadened to include all other employers beyond the specifiedones. Secondly it is mentioned that those who worker whose wage is less than 50 rupees need not to pay his contribution is also not relevant in present time . Becuse in orissa the mininum wage is 70 rupees per day so the limit of exemption shoulb be increased from 50 to 28 rupees. Sankar
