Yes, Army chief having designation of highly responsible offficer, should have approached for legal action against any such illegal offer made to him directly or otherwise.

Strictly speaking the Army chief had informed the matter to his superior i.e the Defence Minister, only the Defence minister should have immediately take up the matter for a thorough and unbiased enquiry which would have unravell the truth.

Had it been a fact, as a responsible citizen, he should have reported the matter to the concerned without delay. He has failed to do his duty and given a go bye to the pious obligation.

Incumbents of top posts are always sub-servient to the political bosses, who always wish the executives not to act independently without getting their nod in almost all the issues. Kashmir is the one of the oldest issue, which still remains unsolved for the last more than 64 years only due to political interference when the Indian army was fully in control of situation to completely destroy the Pak aggression of 1947 and accession of J&K would have been accomplished in 1947 itself. That is the main reason, I totally disagree with the poitive poll results and place my vote for NO. Here the difference is that everthing is done informally at the topmost levels of the Government (between the Government executives and politicians) without bringing in the facts on records at the appropriate time. That is the only reason that Defence Minister has been quite able to reverse back the bribe bomb on the Army Chief only, notwithstanding what actually would have been the fact that time. Now only the Army Chief would be at the receiving end when the CBI starts its inquiry. Frankly speaking, the Army Chief may be perfect in defence strategies, but cannot be perfect in secretarial procedures on account of which he has already lost the war about his own birth date.

Army Chief being the highest ranking officer of army must have taken the legal step of lodging of FIR soon after bribe offer was made to him.
