The Registration (Amendment) Bill, 2013 has been re-referred by the Speaker, Lok Sabha to the Departmentally Related Parliamentary Standing Committee on Rural Development for examination and report. The Bill introduced in the Rajya Sabha on 8 August, 2013 has been re-referred last month for examination under the Chairperson Dr. P. Vanugopal, Member, Lok Sabha. 
 
The Registration (Amendment) Bill, 2013 seeks to amend the Registration Act, 1908. It inter alia provides for compulsory registration for the leases of immovable property for any term, registration of immovable property only in the State in which it is actually located. Eery person presenting any document at the proper registration office shall have to affix in the document a passport size colour photograph and get photographed by a digital camera and affix thumb impression in the document by manual or by biometric device. The Bill has provision of forwarding of copies by the banks and financial institutions, granting loans on the basis of equitable mortgage where immovable property is mortgaged by deposit of title deeds for the purpose of securing repayment of the loan. It also provides for compulsory registration in the cases where transaction of immovable property occurs through Power of Attorney (PoA), refusal of registration of documents relating to transactions prohibited by Central/ States Acts, refund/ recovery of Registration fees, etc. 
 
The Committee has decided to invite memoranda containing views/suggestions on the Bill, from the individuals/ experts/ professionals/ organizations/ associations/ those interested in the subjects matter of the Bill. 
 
Those who are willing to appear before the Committee for oral evidence besides submitting the memorandum may so indicate. However, the Committee’s decision in this regard shall be final. 
 
Those desirous of submitting memoranda to the Committee may send two copies of neatly typed in double space (either in English or Hindi) to Deputy Secretary, Lok Sabha Secretariat, Room No. G-141, Ground Floor, Parliament Library Building (PLB), New Delhi- 110001 or can email at com.rural@sansad.nic.in within Thirty days of publication of this advertisement.
 
The memoranda submitted to the Committee, would form part of the records of the Committee and shall be treated as confidential. Any violation in this regard would constitute a breach of privilege of the Committee.
