i have heard that in advanced economies for offences related to driving, the digital cameras locate the vehicle and the penalty is deducted from the bank account of the offender. in india almost every 4 wheeler owner has a mobile if not an INTERNET. the scope of the databank should be widened to ask over Internet/mobile to all such vehicle owners who haven't complied with this act to have their vehicles insured before specific date.

Fine of Rs.1000/- is very less. It should be increased upto Rs.10000/- to have deterring effect for any violation. RASIK DAGLI Advocate

As a social justice, after an unfortune event some compensation will be paid to the people or their heirs who have suffered from that unfortunate event speedely.
