The scheme looks; but will fail in its implementation; like many other welfare schemes. Probably this is also one more scheme like food security being introduced, as election scheme by the congress.

Mr. Banerjee - Does it not mean that the objective will be achieved! Don't you call it a success!!

This is yet another well-meaning scheme which is bound to become a money-spinner for those who will be tasked to administer/facilitate it, as usual. Fro my experience in the IRS for three decades and more, I have no doubt that the householders will be made to suffer as much as the target subjects (the domestic help) and nothing will move without payment of bribes. This has been the fate of all welfare schemes like the ESIC, EPF, RMK, NCF, and scores of like schemes with corrupt facilitators, from the top to bottom. And, a very powerful coterie of "middlemen"(mostly small-time politicians or big political manipulators'stooges fronting for their masters) will emerge.
