Union Law & Justice Minister Shri D.V.Sadananda Gowda today inaugurated the silver jubilee celebrations of the  Institute of Legislative Drafting and Research (ILDR) here in New Delhi. Speaking on the occasion the Minister said the role of Institute of Legislative Drafting and Research (ILDR) under his ministry is significant as it is they who draft the bills that are tabled in Parliament for making laws. 
 
Shri Sadananda Gowda said in a democratic set up the delivery system and the legal system are interconnected and hence the drafting of appropriate laws attains importance and this task requires a kind of specialized skill. The minister emphasized that ILDR needs to work in such a way that its drafting could not be challenged anywhere across the country. He said role of ILDR during the last quarter century and its working on 24X7 basis  is  appreciable. This needs some favorable push. The minister assured all possible consideration to the demands of institute 
 
Welcoming the Minister Dr. Sanjay Singh, Secretary, Legislative Department   said that the Institute of Legislative Drafting and Research (ILDR)was established as a Wing of Legislative Department in January, 1989 to impart training (theoretical and practical) in Legislative Drafting to the officers of the Central/State Governments and Union territory Administrations. Till 2013, ILDR had been organising One Basic Course and One Appreciation Course in Legislative Drafting every year. Basic Course is of 3 months’ duration and meant for the middle level officers of the States / Union territory Administrations/State Public Sector Undertakings, statutory bodies, etc. Appreciation Course is of 15 days’ duration for middle level officers of Central Ministries/Departments/Attached/Subordinate Offices and Central Public Sector Undertakings. ILDR also offers on-the-job practical training to the foreign trainee officers who undergo legislative drafting training at the Bureau of Parliamentary Studies and Training (BPST) under the Lok Sabha Secretariat.
Dr. Sanjay Singh informed that so far the ILDR has conducted 18 Appreciation Courses and 26 Basic Courses. In 2014, for the first time the ILDR conducted Legislative Drafting Training in Hindi from 10-11-2014 to 10-12-2014 for the benefit of Law Officers from the State Government/Union territory Administrations. This one months’ course was aimed at training officers from various State Governments and Union territory Administrations, where legislative drafting is undertaken in Hindi. Officers from the States of Bihar, Chhattisgarh, Haryana, Himachal Pradesh, Jharkhand, Rajasthan and the Union territory of Andaman and Nicobar Islands participated and successfully completed this Course. Recently, ILDR has started a Voluntary Internship Programme for law students, thereby giving them ample opportunity to know about the law making process.
 
Consequent upon the commitment given by Legislative Department to the Cabinet Secretariat to make ILDR ISO compliant, it was awarded ISO 9001:2008 Certification on 2nd December, 2013 as per the Quality Management System that is being implemented in ILDR. This is a significant achievement of the Legislative Department while ILDR is completing 25 years of imparting training.        
 
 Dr. Sanjay Singh said this year we are in the process of organizing a Refresher Course meant for the law officers from State Governments/Union territory Administrations, who had already undergone Basic Course at ILDR. This would help them to recapitulate what they had already learnt at ILDR in the past. He also  informed   that the ILDR has received a request from the Rajya Sabha Secretariat to organize a training course for the officers working in the Rajya Sabha Secretariat.
 
 So far, a total of 232 officers from the Central Government/Union territory Administrations/ Central Public Sector Undertakings, etc., have been trained by ILDR in the Appreciation Courses. A total number of 261 officers from the State Governments/State Public Sector Undertakings etc.; have undergone training in Basic Courses including training in Hindi. Further, 450 foreign trainee officers who underwent training at BPST have been provided on-the job practical training by ILDR.  
 
Shri P.K. Malhotra, Secretary, Department of Legal Affairs also spoke on occasion highlighted the importance of the job performed by the ILDR and emphasized on full filling the requirements of the institute for future growth.
