The National Human Rights Commission has taken suo motu cognizance of a media report that most juvenile inmates at Seva Kutir Juvenile Reform Home in Kingsway Camp, North Delhi have no access to legal assistance and many do not even know why they were lodged there.
 
The Commission has observed that the contents of the press report, if true, raise a serious issue of violation of human rights of juveniles. It has issued a notice to the Secretary, Department of Women and Child Development, Government of NCT of Delhi calling for a report within two weeks.
 
Reportedly, the startling revelations about the helplessness of the juvenile were made in an audit report on their condition in the Home by the Delhi State Legal Services Authority, which is responsible for providing free legal aid counsel to those who cannot afford to hire private defense attorneys.
