Constitutional Law : SC Judge Arijit Pasayat moots financial support for lower courts

Supreme Court Judge Arijit Pasayat said the government has to make meaningful financial contribution to improve the working of the subordinate courts to decrease the mounting docket explosion.

Justice Pasayat was addressing during the valedictory function of the first seminar on ‘National Judicial Academy, North Zone Regional Workshop of Planning and Management for timely justice’ at Chandigarh.

The seminar was organised by the Punjab and Haryana High Court, in collaboration with National Judiciary Academy, Bhopal and Chandigarh Judiciary Academy.

He said the Indian judiciary was given just 14 paisa out of every 100 rupees spent by the government. ‘Unless the infrastructure facilities of the subordinate judicial courts were improved, no amount of speeches and workshops would improve the justice delivery system,’ he added.

The Chief Justice of Punjab and Haryana High Court, Justice T S Thakur said North Zone was the largest zone of the country in terms of judges strength and population as also the pendency of cases.

More than 100 selected judicial officers from the 7 states of Punjab, Haryana, Uttar Pradesh, Delhi and Jammu and Kashmir had participated in the workshop held in 10 sessions spread over three days, beginning November 28.

The aim of the workshop was interaction and deliberation between the judicial officers and experts of National Judiciary Academy, Bhopal, Chandigarh Judiciary Academy and judges of Supreme Court and High Court.

The judicial officers were divided into three different groups and were requested to discuss and suggest five proposals each for planning and management of timely justice.

These proposals would be forwarded to the National Judiciary Academy for formulating a plan for court management in the country.
