ONCE INCOME IS RECEIVED ONLY IT IS INCOME RECEIVED ELSE IT IS NOTIONAL. TAX CAN BE VIABLE ONCE IF ONE RECEIVES THE INCOME. WITHOUT RECEIPT HOW ONE CAN PAY A TAX ON SOMETHING NOTIONAL?
