what if a police is not filing chargesheet for 354 and 509

what if the police is not filing a chargesheet on the cases 354 and 509 the FiR was filed six months back ... when called to know the status the investigating officer avoids the phone calls and the accused runs free

Meet the Deputy Commissioner of the district under whom the IO is posted. The IO is not completing his job will be taken to task by his boss. The formal application can also be made to the Judicial Magistrate about non-filling of the Chargesheet after completion of the investigation by the police in the registered FIR.
