The FIR must be registered when he come to know the offence. As per your query from the date of offence the FIR is registered after two years. Then as per supreme court in a recent Judgment, six months delay in registering the FIR is fattal to the case, and accused are acquitted on this ground alone.

There is simple rule:  More delay in filing FIR, more questionable becomes your case. Meaning excessive delay makes the allegations more suspicious. But it all depends on nature of crime and explanation why the FIR was not filed in time.
