tenant/landlord issue

we live in rented house in kolkata for more than 30yrs at that time the bill was drawn on my grandmother's name....later on it passed on to my father...now as my father passed away last month we decided to change the bill holders name in favour of my mother...but the landlord told us that it will take a lot of paper works so we won't do it rather we'll maintain a copy of the rent you pay or in other case you may leave our house....
I feel our landlord's concept is wrong...so we have decided to pay our rent to the rent control office...but how to proceed??

Whether there is any written and registered Rent Agreement between your father (since deceased) and landlord?

What is rate of rent and whether the landlord has issued receipt for rent paid?

Consult a local prudent lawyer for better apprecaition of facts/ documents, applicability of State (West Bengal) Rent Control Act or Transfer of Property Act, professional guidance and proceeding.
