If the change is for getting unfair advantage or for any personal gain then same can be challenged.
As latter is against the principal natural justice.

no. government cannot change the format of advertisement once the selcetion procedure is completed. if done so, then the same can be challenged in the court of law by the candidates who are affected by it.
