UNLESS U GIVE DETAILS ABOUT ICA, WE CANNOT DECIDE WHETHER IT IS A PUBLIC AUTHORITY UNDER RTI ACT. GIVE US SOME DETAILS OR WEBSITE ETC. WHO MANAGES IT, WHO FINANCES ITS EXPENSES, WHERE IT IS REGISTERED, WHAT IS ITS CONSTITUTION AND FUNCTIONS ETC.

The Indian Council of Arbitration (ICA) is a society which was set up under the Societies Registration Act.It is a grantee institution of the Department of Commerce.
In my opinion RTI Act will not apply to the ICA.
