When you have a court decree, generally there is no need for the other party, and a certified copy of decree is valid document.  Contact the advocate for guidance.  File RTI Application seeking informaiton from registrar as follows:

1.Plese provide me the laid down norms / orders / notifications that state the procedure for making registration of property on the basis of a court decree by the party who is having decree in his favour.

Go through such directions and act accordingly.
