regarding NA tax details

how do we get the NA Tax details...ours is apt condominium 12 years old..development rights still with builder..we need to get our names on property card..for which na tax receipts is required ehich i guesss builder has not paid .whatshould we do?...request letters sent to builder but he doesnt comply .
