procedure to surrender of IAF deserter

Hello sir, My friend joined service in IAF as an Airman. He left IAF and declared as deserter by the IAF authority. He has been completed 3yrs of desertion. Can he live his normal life ??? What is the procedure and penalty if he surrender himself to local police??? What do and donts??? Shall he surrender to local police or directly to IAF unit???? Can he live normal life aftr facing penalty and apply for passport and visa???? Please help sir..
