Who will give possession to whom?

If you are the owner of the land and then you might have applied to the authorities for approval of building plan.  You might have constructed the house according to the approved plan.  Then you have to approach the authorities for issuance of the occupation certificate and completion certificate.  Once these certificates are obtained that ends the picture.  Unless you sell the property to some one else, the question of handing over possession simply does not arise.
