online fraud

a regular online fraud (proofs available in google) now traps 5 more persons in different places & states with total more than 5-6 lakhs approx. the victims & fraud are still in one WhatsApp group & begging him to refund him. only dates & days are deferred by him from months.he is in vasai,Mumbai. what best & fast can they do now from different states?how will law react & help in return?
