Is it required that temporary employees working in autonomous  bodies under govt of India need to forward a job application in another organization through proper channel. Or it only required during the time of interview, if called, to produce a no objection certificate.  Where one can find some documentation on this?

No. it only required if asked for, unless the period of temporary engagement is specified.
