misbehaviour charge against branch manager of nationalised bank

I am branch manager in a nationalised bank. 
during demonetisation a customer 

demanded 24000/- . we had acute cash shortage even though I promise him to pay only if he visit branch in first half of banking hours as afterwards cash minimises and tends to finish. 
he enters after 4.09 pm in ban
k and demanded the same. we politely refuse 
as we exhaust cash and he came after banking hours. 
he then threaten me to beat outside. 
we call police but he escape.
