legal opinion for registration problem in bihar intermediate

Sir I have completed my 12th in 1989-91 session in R. K. Madhubani bihar through bihar intermediate education council patna. But now I have submit all documents with original enrollment no in council dated 12 Aug 2015 for correcting my name and father name in original certificate and marksheet. I have shocked when council saying to me that your registration no is allotted to another student that written in council TR. I have submit original enrollment no in council for varification. Till date council is not taken any step for solve my problem. Pls help me for legal step.
