leave and licence

Sir/ Madam, I have purchased Mhada conveyance deed property in mumbai in which society has power to transfer and given NOC . I have registered property SALE DEED and paid stamp duty and related charges. Submitted all legal forms and charges to society to get share certificate transfer. but due to society committee members internal dispute secretary and president has given resignation. The decision is pending to Registrar mumbai. Light bill has got transfer to my name. I want to give that property on leave and licence for 11 months by online registration. Can I give and it is safe ? please suggest.
