Is it in questioning in nature.?RTI

I requested an RTI for a particular bank say A .that
1.. total number of unfilled vacancies reported to ibps rrb 5 reserve list.in A

2. total number of unfilled vacancies reported to ibps for allotment to ibps rr5 in A to reserve list candidate mention both po and oa..(we asked question like this..for this we got answer as)

regarding unfilled vacancies we already mentioned in point no.1..and with regarding point 2.Askin no.of vacancies reported to be filled under ibps rrb in A is in questioning nature..a pio is requested to provide information under section 2f . and not to answer the questions.

he replied only for point 1.ie.140 he replied.
bt for point 2.he said like.

is it really a questioning in nature...if it yes then how can I ask the same point to get information.
is bank trying to escape to my point 2.?

Though there're some guide lines in which questions are prohibited, the Act and the Rules don't disallow questions.    Guidelines may not be followed.

You didn't post your wording.        What you wrote is in indirect speech.
