is it crime to register a property in under value?

Recently i heard that one of my near by resident sold a property for 18lacs and registered it only for 10 lacs. Basically i indulge myself in social activities such as protesting against local sand mafias, etc, So i want to complain him but i dont know where to complaint or whom or by what. Is it illigal to register property for under value. We have sufficient evidence including his bank account, duplicate documents etc. But my frnds are fearing todo so... Please help.

No, at the most it is only an error curable under Section 87 of the Act.

You can complaint it against the parties of the document to District Registrar/Regional Authority of the office where the document is registered.  Then it will be enquired as an undervaluation case and action can be taken as per findings of the inquiry.
