from long time badly leakage problem to from my upper flat owner from her toilet and bathroom

from long time my upper flat owner is not repairing their toilet and bathroom leakage. not even leastnig and cooperateing with me and society. any how i request to her and i spent my money to solve problem 2 time because my family also suffering with me but her misbehavior she is not cooperateing nature I am not succeed only because of and her.she saying you do what ever you want to do. and society also not supporting me saying that that is internal problem you solve it. this is not responsible...what I want do to solve this. please help me.
