Is probate required for property@chennai

Sir,

We had our property at Chennai. My grandfather ( father of my mother )  has executed will for the property on his 1st & 3rd daughters (out of 4 daughters) registered on 1973. He had deceased 1962, based on his will partition deed has been registered in 2000 on 1st & 3rd Daughters as per will. Till date all Property tax, water tax & EB are yet to be divided & still in my grandfather's name being paid till date.Now that my mother would like to register a will on her share of property on us (son & daughter). Now that we must first transfer property tax,Water tax & EB needs to be divided.

My doubt is that should my grandfather's will be probated to enable my mother to execute a will of her intrest. Or what must be the procedure to proceed in this regards. I had been confused by 2 advocates I had discussed in this regards, hence please advice me.
