what was the legal problem preventim him to join.

The problem was the opportunity of senior person has been snatched by the selection of Junior person. In this way the fundamental rights of the Junior employee was snatched by the appointing authority of the Institute.

If any penalty have been imposed under RTI Act 2005 by the CIC .Penality to whom will be paid .(CIC,Complainent or department who will not provide the informationto complainent) .

Dear Sudhir Kumar Ji

As per your query, about 3 days ago, the legal problem was this there is a interim stay order against the joining of candidate selected from UPSC. In this case If selected  has got the offer of appointment from Ministry after geting police verification. My question is this, What is the validity period of police verification. Selected candiddate can not joine till now.
