Pct question

According to the draft manual : - 

"the receiving office mails the record copy of international application to the IB in any case not later than 5 days prior to the expiration of th 13th month from priority date"

 

My question is  :suppose a local application was filed on 9 june 2009 , then international application has to be filed within 12 months , so say it was filed on 9 june 2010

now suppose there are some basic errors in it say regarding the signature of applicants or title or abstract , then the office has to notify the applicant within 1 month from date of filing for correction..right?

say the applicant gets notified on 9 july,2010......now the applicant is supposed to submit the corrected international application within 2 months, say he submits the corrcted application on 9 september , 2010

and now the office mails the record copy of the application to IB ; now the priority date is 9 june 2009 and the copy of international application is mailed on 9 september 2010 i.e after approximately 15 months

IS not contradicting the statement meentioned in th manual?

Kindly correct me if i am wrong
