Qualifications for professor in a university

Dear Sir, I am an Associate Professor in JNTU Kakinada. This month 18th there is an advertisement for faculty (Professor, Associate Professor and Assistant Professor) in Engineering & Technology fron JNTU Kakinada. In this the eligibility criteria given is as per UGC 2006 scales. For a professor post eligibility is given as "10 years of service in which 5 years should be at a level of Reader". On the same day (18-1-2012) Osmania University also given notification for faculty in Engineering & Technology. But this university has given in the qualification as per AICITE 2006 scales. For a professor post eligibility in AICTE is given as "13 years of service in the university". As the recruitment is not a regular process it is difficult to put up a service of 5 years as reader in the university. So many people are working as lecturers/Assistant professors only. In this case two universities are following different eligibility criteria. Shall we approach the AP high court for justice are not. Please reply.
