Generally the authority ask for non encumbrance certificate for the last 5/10 years, asking for non encumbrance certificate from 1947, ask the authority people do they know when the zamandari abolition act was passed in Indiai. Submit an RTI Application and ask them under what rules they are asking non encumbrance certificate from 1947.
