GPA to Blood relative but Executed Abroad

Dear Sir,

I need help. I am planning to buy property in Bangalore but issue is previous sale deed is executed through GPA from Mr A to Mrs C (Sister of Mr A). The property is on joint name of Mr A and his wife Mrs B. Mrs B has given GPA to Mr A and Mr A has given GPA to Mrs C (Who is sister of Mr A). The problem is this GPA which is executed in Dubai and signed by consulate in Dubai  is not registered in India by sister of Mr A. The sale deed is executed by Mrs C with current vendor based on this sale deed only. My question is 

A) If sale deed is executed abroad in favor of Sister (Blood Relation) on plain paper then does it require Adjudication in india as per law i.e. does it require registration/stamp duty in India

B) Does sister remain blood relative even after her marriage

C) Is it valid Mrs B issued GPA in favor of her husband Mr A and Mr A issued GPA in favor of Mrs C. Will Mrs C be default GPA holder of both Mr A and Mrs B
