not reliving by parent office

     I am central govt. permanant employee.  I am  working on the same post since 21 years and not get any promotion. I have been applied through proper channel for higher post on deputation/absorption.  In that department after absorption I have better carrier. Deptt.  has been forwarded the same and also asked to attend the interview. Now I have been selected for appointment on deputation/absorption. But now  deptt. is not ready to relive me from my present post on the ground i.e. no substitude/another person is not available & the application is not forwarded through proper channel. Is the deptt. is right to hold me as per rules. Please suggest how can I relive from my parent deptt to join on deputation/absorption.

You have every right to move to better place as described by you in your question. You should make a written representation followed by legal notice in this regard. Hire the servies of a locla lawyer in this regard, if any need arises for that purpose.
