Money Lending Licence

1. YES.  IT is a Legal requirement to obtain "Money Lenders License" to conduct any type of Money Lending business, ELSE your money lending transactions shall legally be not-enforceable for recovery, in the event of disputes.

2.  Apply before the competent authority in the prescribed form and all other relevant required documentary evidences (PAN, AADHAR, permanent address proof, Authorised capital, declaration affidavits ....), alongwith the prescribed fees. Typically the license is issued in about 2 months.

Ji, to me, you have to submit an application to the District Collector of Madras and for other areas to the RDO concerned with necessary fees.  After getting license you can do business as Act, 1961 of Tamilnadu.
