Flat maintanence

We are staying in a apartment complex wherein the apartments are built in plots and the UDS is given on the plots on which the flats were built. There are 46 blocks consisting of 110 flats. The water supply,Sewage and the car shed are common and the complex has park,community hall and sports complex. The flat owners has registered society and well laid out bye-laws. One of the owner who has 3 flats in i plot has forcebily taken the water bore (near his plot ) kept as a stand by for the association 5 years ago and pay maintenance for 1 flat only. The discussion held many times with him and the individual quote his disputes with the builder, court case and declined to pay maintanence for 3 flats. The arrears amounted to 2.75 lakhs with penalty as on today. The flat owner is illiterate and his wife is police inspector in state government. How to go about this problem?
