Text book solutions

Is it legal in India to publish online through a website for free the answers to questions in exercises in text books of different government boards like NCERT,ICSE,Tamilnadu intermediate education board,APSCERT,distance education text books of different universities,all state boards for school education,intermediate education,university level books, engineering text books etc?
