Want to complaint about Taluka deputy commissioner land records

Before appeal period ends the taluka deputy commissioner of land records registered the heritor on the property.so I want to complaint against deputy commissioner,appeal period is 60 days but deputy commissioner not wait for 1 day on the same day of order he registered the names of heritor on property.
