Obc non creamy layer clarification

Is Son/daughter of Lawyers is excluded from the conditions of Max Annual Family Income of Rs.6 lakhs per annum for Claiming OBC NCL certificate and eligible to claim OBC benefits in govt education/job opportunities as per office memorandam No.36012/22/93-Esst (SCT) Dt 08 Sep 1993 Serial No C (i) , Schedule 3 (IV) of Government of India , Ministry of Personnel, Public Grievences and Pension, Department of Personnel and Trading , New Delhi.
