Electric meter no exchange and discrepancy in actual value

Dear Sir/Madam,

I am Santanu Roy staying in Bangalore and I paid my elcetric bill before due date (meter No.#KAS7743). Few day ago I found BESCOM guys interchange meter no. in both meter. Now I am surprised that last 24 months I paid my below tenant (duplex house) high amount electric bill and our below tenant enjoy to paid my less electric bill. Now my below house tenat left house three months back and unknowlgly I paid my below down stairs electric (KAS7744) bill. Inspite of that I paid Rs. 350 (pum motor) charge to my house owner as well as throgh electri bill (KAS7743). Now the actual picture revel by BESCOM team my house owner totaly deniede all things. His house and he is responsible for provide correct of meter for tenats. 

Sir, I need your help to handle the crisis with legal propsective.
