unauthorized absence from duty

a govt employee is abesent from one year . can he contest gram panchayat election without giving any information to his department. will he be counted as a govt. servant ?

he could not resign at the time of leaving job. his salary is stopped by the employer .

While contesting any election, the Candidate should be declaring all the information about oneself. There is no second argument about that.

If the name is on rolls of Government dept., he continues to be an employee.  Any employer has to follow the rules and regulations for terminating the employee like issuing show cause notice, inquiry, hearing, termination and appeal invariably.  If govt has not conducted or commenced such process you continue to be a govt servant for all purposes.

Being a Government servant, he is disqualified from contesting any election.
