Complaint against local unregistered club or committe settled behind road side by grabbing other's legal land

what are the procedure to initiate legal action against a club or comitte who forcibly encroach or grab a land illegally and what steps can be taken against those Society Registration office who grant them a society registration

U have to approach civil court or writ in high court or to complaint to lokayukta or acb
