Succession certificate v/s Legal Heir certificate

What is the difference between succession certificate and legal heir certificate? This is in pertaining to my flat where my mother is a joint owner. Both my parents are dead. I have an elder brother. Now i want his rights relinquished in my favor. My querry is will i have to get succession certificate or legal heir certificate and how much stamp duty or court fees will i have to pay?
