If the exit communication says f&f would be done within 30-45 days, but not done till 67th day, Can I serve a legal notice claiming compensation? If yes, under which law?

yes. a statutory legal notice given 15 days time to the employer to repay the amount along with compensation has to be given.

You can proceed to file a suit for recovery after the period of 15 days if the employer fails to adhere.
