Does it amount to change of policy oe abdication of Power?

Rules framed under Article 320 (3) of the Constitution by the Governor does not  specified the qualifying marks except the Total marks in each papers, and it is the Public service Commission that specified the qualifying marks that determines the result of the competitive examination, is it valid? Does it amount to abdicarion of legislative power by the Governor? Can the Governor in exercising its Legislative power under artcile 320 (3) of the Constitution delegate such specification of qualifying marks ro the Commission?
