Whether stamp duty of 4% is required to change the survey number

Dear Sir, Kindly guide me on this issue, I had purchased a land by 9.10.2014 and registered the same by paying the registration and stamp duty charges. Unfortunately now I came to Know the survey number was mistyped as 218/2A instead of correct survey number 281/2A .Now I need to execute a rectification deed but the sub-registrar demanding to pay the stamp duty of 4% of the value worth for the entire plots. But through some professional I came to know that is there is no need to pay such huge amount to change the survey number in the document, It would incur only Rs100 for each correction. But Sub-Register is not aggreering with this.Kindly advise me in this regard.. Moreover the standing orders document , which is downloadable from this site https://www.tnreginet.net/act_rules/registrationstandingorder.pdf clearly states that it is not required to pay stamp duty for changing the survey number. Kindly I request the experts to guide me further... Thanking you
