Restriction on numbers of occupants while renting flat

We have registered housing society in mumbai with 850 sq.feet area of each flat.we have passed resolution in AGM that numbers of occupants in the flat while renting should not be more than 7. One member who rented his flat previously before AGM opposing above rule and not obeying.numbers of occupants in his flat are 15. Is there any bylaws related to numbers of occupants restriction of tenant family. If yes as per which bylaws. Please note that munciple corporation of Mumbai(BMC) supplying water by calculating 5 members per family per flat per day.
