Land purchase from ST BY GENERAL/OBC PERSON

One of my relative who is farmer ( belongs to OBC) purchased a land around 2 hectares in year 1987 for an amount of RS. 25000 /-from one ST (scheduled tribe-"BHEEL") person in M.P. While making purchase, that ST person assured of getting legal sale permission from the appropriate authority (The DM) but he has not done so. Instead, his lawyer suggested him to get the land sold to the OBC person by manipulating OBC person's cast as ST(BHEEL) cast in registry papers. It worked and the deal got registered in the name is OBC person showing his cast as "BHEEL"(ST). After few year, in year 1996, the ST person filed a case against OBC person to get the possession back, which was dismissed by the civil court. He has not appealed against this judgement within stipulated period. Again in year 2004 he filed a case in SDM court for the same on the reason that he is ST person and the registry is in the name of the person who belongs to OBC and in registry papers his cast is fake (BHEEL). This case was dismissed in SDM court also in 2012. Now, as the land cost soaring countrywide, this ST person always harassing the OBC person in all the way by making complaints at all the platforms.(police, collector, human rights commission etc.) The OBC person is always in stress from the time of making this purchase. What are the rights to safeguard him or what can he do ?? Please advise.
