Execution of arrest warrent by consumer forum

Rajasthan district consumer forum issue arrest warrant against rival party many times for to exicut a order in which rival party has to give me Rs.200000/- as compensation regarding poor construction work done by him for my house, after my much effort police arrest and produce him before the forum but he succeed to take bail 2 times and after bail he hardly attend next hearing and didn't attend on afterwards hearing and the case is on the same stage for more than 3 years , Please give any suggestion regarding it , is consumer forum have no right to sent the culprit to behind the bars because every time he succeed to take bail ?
